Simple proof that
  L runs the command gnus-group-list-all-groups
  List all newsgroups with level ARG or lower.
does not:
S L 8 <return> 9 L
We set the group to level 8, but it doesn't show up.
So the gnus-group-list-all-groups documentation is wrong.
