Hi I just installed that agent as well
my gpg.conf file just contains:
the line
use-agent
The daemon is running but once I set
pgg-cache-passphrase nil
Then I am *not* asked about the paasswd but I obtain

gpg: NOTE: old default options file `/home/oub/.gnupg/options' ignored
