I package and release Tramp for years. When I started, it was
half-compatible with Emacs 19.
Your scenario doesn't sound appealing to me. Too much hand work. If
there is a general purpose compatibility package, I would like to
include it with minimal adaptation from my side. Otherwise, keeping an
own compatibility package is easier to handle.
