Starting Gnus for me leads to nasty coding cookies being added against 
my will to files.  This breaks my builds.  This is not acceptable.  Why 
is this happening?  I know little of coding systems and less of MULE, 
but it seems to me that changing file content without my express say-so 
is ALWAYS a bug.

GNU Emacs 21.3.50.1 (powerpc-apple-darwin7.0.0)
Gnus v5.10.3 (built out of CVS on 11/03/03)

Editing a file containing the form feed character (octal 012) causes 
the following to be inserted at the head of the file:

;; -*-coding: iso-2022-7bit;-*-

This has nothing to with Gnus.

As I understood, it's a bug in BBDB and the effect has been triggered
by a change in Emacs CVS HEAD (fixed some days ago):

People using CVS version of are supposed to read the developers list
(emacs-devel in this case) and consult the list archives in case of
problems.  Searching for "coding cookie" on Gmane in gmane.emacs.devel
gives above mentioned thread as first hit.

Because you're using a slightly old CVS Emacs, which has broken
add-hook when it deals with local variables, and BBDB, which tries to
set local-write-file-functions.

An Emacs CVS checkin was recently made to fix this.
