Agreed.  This is an aspect of a later RFC (padding does not exist in
'stock' POP3).  However, not un-escaping the padding is non-destructive.

For the umpteenth time, SMTP requires that a Content-Length header be
generated if envelope-like lines in the message body are not escaped.  The
escaping, if it is required, should be performed long before pop3-movemail
is ever invoked.

| in an empty line.  Thus, pop3-movemail should add the empty line (if
| it is writing mbox format).

Because pop3-clean-region transforms the POP termination sequence into a
blank line, making it unnecessary to add one.  It used to remove the
terminator entirely, but that caused problems with certain stupid POP
servers that have a penchant for stripping trailing whitespace from
messages.
