Richard's request is to install the general purpose facilities that come from Gnus in a more suitable place, instead of emacs/lisp/gnus/. That's part of it. The crucial point is that Gnus developers should stop pre-empting the decisions about what packages to install in Emacs by putting them into Gnus. They should raise these questions here, and we should discuss them and decide about those packages. If we decide against a package, then the Gnus developers could add code to work with it, but should not install it in Gnus.
