Does anyone know how to extract a file that has been MIME encoded, e.g.
an RTF format file or a Word document?

You want the package "tm". Get it from
<URL:ftp://ftp.jaist.ac.jp/pub/GNU/elisp/mime/> if you don't have it.
If you do, the manual is fairly straightforward.
As far as actually _reading_ the Word document, I can't help you.
