There should be menu entries and key bindings for all normal charsets, much like the other MML-inserting commands under "Attachments". Maybe that menu isn't the best one though. A "MIME" menu isn't very perfect either. Calling it "Format" might be too vauge. Hm. Outlook seems to use "Format", Mozilla "View", Kmail "Options".
