Do you truly use gnus-summary-scroll-up, not gnus-summary-next-page?
`C-h b' in the summary buffer shows:
RET gnus-summary-scroll-up
A RET gnus-summary-scroll-up
SPC gnus-summary-next-page
A SPC gnus-summary-next-page
A n gnus-summary-next-page
The interactive spec of gnus-summary-scroll-up is "p" which sets
1 to the number of lines to scroll if no prefix argument is given.
So, it should not behave as you mentioned.
