I found pop3.el counts the size of a process buffer that contains not only mail data but also: A response the server answers to the STAT command that pop3.el issues, i.e., the number of mails and the total size. plus The end mark, i.e., ".". So, the size pop3.el counts is always larger than the real data size. Since the difference is not so large, it is truncated into less than 1% if mail data are large. But the case the percentage exceeds 100% will arise when receiving a small mail. It might be able to fix.
