This should make building of Gnus fail. Maybe the best fix is
to import epa.texi from Emacs and to remove PGG from Gnus. WDYT?

Hm, how did you build Emacs 24.1.50 (there's the identical
epa.texi)? ;-) At least makeinfo v4.13 understands it.
If this is a general problem, I think that lines may be replaced
as follows:
- PGP/MIME. See

- Inline OpenPGP in E-mail is bad@comma{} Mm'kay?}.

Because I don't not have makeinfo installed, so $(MAKEINFO) is no, so
the build uses $(EMACSINFO). And this one fails, hehe. :)

Oh, why I used "," in epa-ja.texi is just that texinfmt.el
(i.e. EMACSINFO) is a only means to format Japanese texinfo
files. So, should we do something on epa.texi? (I'm not very
enthusiastic. ;-)

I changed mind, and tried making texinfmt.el support @comma{}.
Not tested thoroughly, but EMACSINFO got to work for epa.texi.
Though I needed to change epa.texi slightly in the @enumerate
