Try `C-u W q' and give a certain charset. It may be iso-8859-1, windows-1252, or something. If that charset helps most of your problematic mails, setting the charset group parameter[1], `gnus-group-charset-alist', or `gnus-default-charset' to it will make typing of the `C-u' prefix and the charset needless.
