I only thought that we will probably be able to use those MIDs as a blacklist or equivalents. I've never thought about posting NoCeM messages by myself. But that's a good idea and seems to be possible since at least alt.nocem.misc, fj.news.lists.filters, and news.lists.filters are not moderated groups.
