I found another problem; setting 2 or greater to `scroll-margin'
hangs Emacs 21.x up.  You can reproduce it by typing the RET key
repeatedly in the summary buffer or evaluating the following:

(let ((buffer (get-buffer-create "*testing*")))
  (pop-to-buffer buffer)
  (set (make-local-variable 'scroll-margin) 2)
  (erase-buffer)
  (insert "Hello\nWorld\n")
  (sit-for 0)
  (scroll-up 1))

Fixed in the v5-10 branch and the trunk.
