Subject: tif files not checked in as binary

I was just trying to build the latest docs from CVS under Cygwin, and
noticed that texi/misc/*.tif and texi/smilies/*.tif would only pass
muster if I did a

 cvs up -kb

on them.  I suggest someone make that fix in the CVS repository.
