I just posted a package to gnu.emacs.sources which manages selection
of signatures. Here's the info as posted:

Here's a package that allows you to have multiple signatures and
select which to use based on the current newsgroup (in GNUS) or the
contents of the "To" header field. It also handles inserting a
randomly selected quote after the signature (as in my signature,
below), and replaces the existing signature if called again.

It does do one nasty thing, which is change the meaning of the prefix
  argument to "mail-signature" (C-c C-w in mail-mode). Previously,
prefix argument meant insert it at the current point rather than at
the end. In this package, prefix argument bypasses the normal
selection method and allows you to directly specify (with completion)
which signature to use. This was a design decision, not an accident.

Please report bugs (or suggest improvements) with included bug report
  function.

Code released under the GNU GPL.

The code was also posted, or you can obtain it from me by request.

It's not what you don't that hurts you, it's what you DO know that ain't so.
