From the context, the former seems > correct. In my view: is not required. For sending encrypted mail you really need just the public key of the receiver. However, the receiver will not be able to verify, whether the sender is the person he claims to be. For this, the sender needs to encrypt the message with his private key, the receiver then is able to verify the origin of the message using the sender's public key (which the receiver must trust).
