You cannot turn it on in the general case, even for groups or topics.
This is intentional and due to wide abuse of thise sort of thing in
the past.  In cases where you know that it is desired by the person
that you're following up, press C-c C-t in the wide reply buffer.
That should do the right thing wit hthe To header.

Process mark them all with `#' and then press `F' to follow up.
