You can set it anywhere, but it might get overridden by any topics commands you invoke in group buffer, and the new value will be saved, and may even be read later on. Hm. Perhaps we could add a new, customizable, variable to specify topics structure. If set, its value would override `gnus-topic-toplogy'. The Topics commands would have to be changed to update the new variable, though, which might be complicated. For customizable variables, those commands can use customize-save, but what if the user set the variable manually somewhere?
