Reimplementing it allows for greater flexibility, although I guess much work will be needed until it can supersede spamassassin. It is also more lightweight than calling external programs. My only suggestion is: texi documentation ;-) Another thought on documentation: if spam.el documentation is added, and the NoCeM node is moved, to the "Thwarting Email Spam" node, I think that node becomes long enough, and important enough, to warrant moving it up to the top-level menu. Opinions?
