That's weird. ÅÄÖ have the same code point in 15 as in 1, so if somehow your emacs defaults to 1 this might happen, but it doesn't for me. When I C-u g an article containing non-ASCII I always get octal sequences for the characters, which is what you should expect. If you C-u g this message, do you see ÅÄÖ as ÅÄÖ or \345\344\346?
