Yup. The Agent also seem to rely on a (local) nndraft for storing it's queued articles. However, nndraft is not only used internally by gnus (autosave stuff, agent etc) but also by users, and users could want to have their drafts in another backend. Perhaps one could have two draft mechanisms...
