its there, sort of, a place in the manual somwehere
that can tell me exactly and to the point
just which variables I need to set
and which startup options to give Emacs
to make sure that the \201's won't show up?

AFAIK the only thing you need to do is
(set-language-environment "Latin-1") and all your problems should
disappear, failing that check the value of gnus-article-display-hook as
I'd messed mine up by having all sorts of decoding in there which isn't
needed :)

With the exception of a somewhat grisly look while forwarding
mail/articles that approach works well with the last versions.
Remove all occurences of standard-display-european and
enable-multibyte-characters as well and everything should be pure
bliss.
