I suggest a washing function that turns something like

That's a misunderstanding. What I thought of is correct quotation but
no blank lines between quoted and newly written text, which makes it
hard to read.

And now ... for the $64k question (or nowadays, the $1024k question):
Is there any hope of somehow getting this to be a part of
`fill-paragraph' processing?
I'm still wishing for some way to totally and completely unify the
paragraph formatting logic that's used within article washing with the
paragraph formatting logic that `fill-paragraph' uses.
Any hope for this? Or at very least, I'd be thrilled to be able to
use your deuglification (or "deM$ification", which is synonymous) code
within `fill-paragraph'.

Greatest kudos go to Thomas Steffen who wrote the code inspired by
Stefan Monnier's code (<39205aa6@tequila.cs.yale.edu>). I only did
some tuning and posted it on my.gnus.org (most difficult :)

You mean putting
(gnus-article-fill-cited-article)
into the top level deuglification function?
