Because dgnushack.el only includes nnweb.el if it can find w3. If you
want it done automatically you have to set up the load-path in
dgnushack.el so it can find w3. I used to edit dgnushack by hand all
the time. I've since found it less tiresome to compile it by hand,
but that's just me.
