One could argue that Gnus doesn't heed the ``Mail-copies-to: never''
header, as:

  - Gnus doesn't insert a To header when hitting `f' or `F'.
  - Gnus inserts a To header when hitting `C-f C-t' while in the
    message buffer.

How about Gnus asking ``Override `Mail-copies-to: never'?'' when
hitting C-f C-t or something?
