This regexp matches (by default) blank lines and (seem like)
already cited lines like
ymmt> foo bar
and keep them not to be cited again.
Ex. Following text will be cited with, for example, yank-prefix
"bar> ",
---
foo> Oh, the earth is turning!
really?
---
resulting text is,
---
foo> Oh, the earth is turning!
bar> really?
---
