It doesn't check to see whether a to-list parameter is already present
(the group that I first experienced the message on had 5, undoubtedly
from the brief time I was running with the gnus-y-or-n-p patch not
present).
Should gnus-group-add-parameter check to see whether a parameter being
added is already present and not add it twice?
