That's certainly doable. Would a gzipped tar file be what you had in
mind?
The HTML versions of the Gnus manuals I have on the web:
5.0: http://www.miranova.com/gnus-man/

are generated by the perl script `texi2html' with the command:
texi2html --split_node gnus.texi
I find having local copies in HTML format extraordinarily useful.
