In message mode with fly-spell activated, the message keymap seems to
become undefined/overridden when the point is over a word which
fly-spell does not recognise. Therefore it is sometimes necessary to
move the cursor before (for example) C-c C-c or C-c C-k are
recognised.

Is this a bug in message, flyspell or just a feature caused by the way
modes interact?

In Emacs 20, a local keymap overrides the major one. If it is a bug,
it is in flyspell.  In Emacs 21, the feature changes, and the bug is
gone.
