Some time ago, we decided to do even numbers for releases (No Gnus v0.10, 0.12, ... / Gnus 5.10.6, 5.10.8, 5.12.0 (?), 5.12.2, ...) and odd versions for the time between releases (i.e. cvs/git). Keeping the tag scheme (n0-11, n0-12, n0-13, ... / v5-10-6, ...) like in CVS seems reasonable to me.
