I've seen suboptimal behavior when using `accept-process-output' while waiting for network stuff. nntp.el uses a timeout of 100msecs, while imap.el uses a 1s timeout. But you're seeing slowness on Windows? Never mind. Windows Emacs doesn't even have msec timeouts.
