When I move messages to a non-existent nnml group via B-m in the
summary buffer, the new group is created with a level of 9. What
variable should I set to make such newly-created groups have a level
of 1?

Well, kind of, but not really.  If you `F' in the next session, the
groups will be created as usual.

Even if you move articles to groups that don't exist, Gnus doesn't
really know about them.  Kinda.
