Ok...

I've looked over the code, and I can't really find any special
handling of strings that would make iso-8859-1 chars be output as \xxx
in the summary buffer when gnus-fetch-old-headers is set.  And I've
done some light testing without being able to reproduce this.  Hm.
Haven't tried with Emacs 20.4, though...

Does anybody else see this?
