I'm finding that nndir groups show a zero for line number if a "lines"
header is not in the message.  An example might be the messages from
ding list all show number of lines in an nndir group whereas most
others don't.

Now the annoying or bug part:

These same messages (ones with and ones without line number readings) 
all show line numbers when catted into a spool format and viewed using
nndoc.

What might be at work here, preventing line numbers from showing up
when viewed in nndir backend?

Well, it's the other way around.  nndoc cheats by looking at the
actual articles, while nndir behaves properly and only looks at the
headers.

Just curious why this is considered proper (nndir).  It seems only
nndir and neething do this.  Don't all the other backends give line numbers?

Nope.  Most of the backends go on what's in the headers.
