Is there any reason why nnweb.el isn't installed with a "make install"
(at least in recent XEmacs'sen it works right out of the box)?
I have to byte-compile and install it with any new Gnus revision by
hand.

Because dgnushack.el only includes nnweb.el if it can find w3. If you
want it done automatically you have to set up the load-path in
dgnushack.el so it can find w3. I used to edit dgnushack by hand all
the time. I've since found it less tiresome to compile it by hand,
but that's just me.

If you byte-compile with XEmacs, nnweb will be compiled and stuff.
