Tell that to Erik Naggum, who's also been encouraging people to
upgrade to Emacs 20 (by posting answers to questions which work only
in Emacs 20).  He provides a MULE survival kit which makes Emacs 20
work well for people outside of Asia.

(Besides, Emacs 20 works well for US residents, who never cared about
8-bit characters anyway.  8^))
