That functions seems to be called with after or before
gnus-inews-insert-archive-gcc. This last got some love recently, but I
never heard of gnus-inews-insert-gcc.
Should I kill it or merge it with archive-gcc?

And it apparently does the same as the -archive- function, but based on
`gnus-outgoing-message-group'. Based on the function name, my guess
would be that this is very old code.

Some people may be using this...
