Once upon a time, certainly up to about 5.10.3, when hitting `t' the
display of picons would be toggled along with all the other header
treatments. This no longer happens; picons are displayed regardless.
Is there a reason why this was changed?

`t' is about toggling which headers are displayed, not about any other
header treatments, so that the picons disappeared was probably a bug.
