I read mail using nnimap, which is a mail-and-news backend.  Ie, it
passes `post-mail' to `gnus-declare-backend'.

When doing a followup in such a group, the To and Cc headers are
filled out, but no Newsgroups header is put in the new message.  Why
not?

nnimap is a `post-mail' backend, but each message is considered 
to be either mail or news.  That is, no message is considered to be
both at the same time.  If a message is to be considered news, then
`nnimap-request-type' for that message has to return `news'.
