Avoid DOSing for spam-report-gmane-*

Hi,

spam-report-gmane-max-requests[1] is 4 by default which seems quite
over-cautious.  Which number is reasonable without causing DoS
problems on Gmane?

Each spam report results in posting a message on the news server, do
it's a rather slow process.  I don't think 4 is an unreasonable number.
