I've just tried the same, and things seem to work OK for me.

(message-tokenize-header "\"'2 Melchiorsen, Anders'\" <hidden1@email.address.dk>,	\"'3 Melchiorsen, Jacob'\" <hidden2@email.address.dk>,	=?ISO-8859-1?Q?=22=27Otkj=E6r=2C_Steen_M=2E=27=22?= <hidden3@email.address.dk>")

Which is the proper tokenization here...
