and i already answered it (see <m3aeogyk4l.fsf@vvv.vsu.ru>).
Yes, pgnus IS a suitable mail tool for Russian. It already supports
koi8-r and ALL other possible charsets: the support is quite generic,
and not gnus-specific.
For example, this message sent from pgnus, comes in koi8-r.
To send messages in Russian in koi8-r instead of iso-8859-5, put the
following magic line into your ~/.emacs (or ~/.gnus) file:
(put-charset-property 'cyrillic-iso8859-5 'prefered-coding-system 'koi8-r)
