I think it would be useful if font-locking in message mode would do
different things for the body than for the header. Is there a
standard way to do such stuff?

I wonder that, too. :-)
Is there some predicate (or hook) that the font-lock functions run
before they do their thing that could be used to have
context-sensitive font-locking?
