is this a bug in gnus?

FWIW this looks just fine to me, if the Cyrillic characters `Было' was
what I was supposed to see.

Previewing this message, however, reveals that this article will be
sent as base64. That can't be right, can it?

ah, yes... looking at the raw message which did not seem to decode, i
found that the subject was as follows:

Subject: Re: [Fwd: NEW charset!!! =?us-ascii?Q?=3D=3Fkoi8=2Dr=3FQ=3F=3DE2=3DD9=3DCC=3DCF=3F=3D=3A?= Re: KOI8]

so, it was double-encoded, and gnus correctly decoded it. sorry.

the message was sent as Content-Type: text/plain; charset=us-ascii
with assumed content-transfer-encoding: 7bit. if it was converted by
intermediate relays to base64, it means that those relays are broken.

Simon's point was that Gnus wanted to encode *his* message as base64
(and that's how I got it) - even though q-p is more efficient for
the little bit of Cyrillic ("Было") he put in.  (And I'm testing my
Pterodactyl Gnus v0.95 for comparison - it wants to do the same
thing).

I think that's the broken auto-QP/base64 chooser.  Can you reproduce
this Было with 0.97?

Ok; when doing text/plain, it didn't use the chooser at all.  I've now 
defaulted `mm-body-charset-encoding-alist' to nil and let the choose
decide.  I don't know whether that's the best thing to do, though.
