Emacs is supposed to encode/decode files when writing/reading files
from/into buffers. However, this approach isn't really good when
dealing with mail and news. There, the messages themselves say what
charset they contain and what type of encoding have been performed.
So Gnus has to bypass all the Emacs decoding/encoding stuff, and do
this itself. Or am I missing something?

I'm not sure. What I can say for sure, right now, is that there is a
problem with headers and iso-8859-2 that does not seem to occur with
other charsets. I asked Hrvoje to send me another message with his
name in 8859-2, and the header shows garbage. OTOH I have various
messages on file with names in Japanese and they display splendidly.
Messages with iso-8859-2 as the default char type display their bodies
correctly.
