When I do a followup to a message with headers like:

  From: "'bar@example.com'" <bar@example.com>
  Cc: "'foo@example.com'" <foo@example.com>

Gnus asks:

  Replace with `/usr/local/bin/idn: idna_to_ascii_from_locale() failed with error 3.'? (y or n)

which doesn't make a lot of sense to me.

No, it doesn't.  `(setq debug-on-quit t)', and then `C-g' when it
prompts you.  Post the resulting backtrace...

So you have `message-use-idna' set, but `(idna-to-ascii rhs)' fails,
because it can't find the executable.

Where's idna.el?  Is it included in CVS Emacs?

I don't think that's the reason.  The executable is installed and it
normally works correctly.  I think this problem could related to the
peculiar quoting:

   "'foo@example.com'"

which may not be quite kosher according to rfc2822.

I think it's bundled with GNU Libidn.

Yes, the parser in message.el is buggy.  I'll fix it.
