Uhm? This just means that you didn't include LEIM (Libraries of Emacs Input Methods) in your Emacs installation. LEIM would allow you to use various input methods to enter all those funky characters. Great stuff if you want to write Tibetan text and your keyboard doesn't generate all the Tibetan characters.
