Please type slower; I'm not getting what you're saying. :-)
gmane.foo: foo=lala, bar=zot, gcc-self
gmane.emacs: foo=emacs, bar=zot, no gcc-self
is exactly what I'd expect with those parameters. The last setting
wins, so in gmane.emacs there's no gcc-self. Since the last setting is
(gcc-self . nil).
