Hi,
Is there any usage of this?
It seems to me we have EPG and/or PGG nowadays.
Can I/Should we remove it?

Is it possible that it's included for XEmacs compatibility or something?

I'm pretty sure it's not for XEmacs compatibility. I use smime and
gpg for encrypting/signing email with Gnus under XEmacs 21.4 and gpg
to encrypt .authinfo (crypt++ before that came available) and have
never even been aware of gpg.el.
